parameters, and r is a random integer selected by the agent in the
interval 2^(l-1) <= r < p-1 < 2^l. If l is unspecified, then r is
a random integer selected in the interval 0 <= r < p-1
The public value is expressed as an OCTET STRING 'PV' of length
'k' which satisfies
