DescriptionDuplicate IPv4 addresses can be detected either by a server, using an ICMP ECHO message, or by a client using ARP. This object is set by the server to (1) if the client used DHCPDECLINE to mark the offered address as in-use, or to (2) if the server discovered the address in use by some client before offering it.
