Note: The SNMP SET is rejected if both ccsUpSpecMgmtSnrThres1, ccsUpSpecMgmtSnrThres2 are non-zero and ccsUpSpecMgmtSnrThres2 is higher than ccsUpSpecMgmtSnrThres1.
