allocation a dynamic IPv6 address to the user.

will be used.
- 'radius', which indicates that the radius server
will be used.
- 'disable', which indicates that dynamic address
allocation is disabled.
- 'local', indicates that local address pool
configured on the Gateway is going to be used.
cgprsAccPtIpv6AddrLocalPoolName denotes the name
