of measurement indicated by the object
cermResOwnerMeasurementUnit for the corresponding
resource owner.
For example, if 1 MB (i.e. 1048576 bytes) of 'processor'
memory has been utilized by the resource user 'RU-1', then
value of this object would be 1048576 in the entry
corresponding to the 'processor' memory <-> 'RU-1'
